From those images, I'd say counterfeit. I don't like the grainy surfaces, and something does not seem quite right about it. Another set of photos might lead me to another opinion.
Here's one in AU. It's raw, but I'm quite sure than it is genuine.

I could just be the macro image but the texture and color look suspect to me... FWIW... I purchased my Quarter Eagle Indian raw from a Forum member and posted images before sending it to our hosts. A few people thought it was counterfeit as well... but it came back straight-graded AU... If I were in your position, I'd send it to our hosts for verification of authenticity... can't hurt and it's only $38...

Hard to grade these even in hand, but more worrisome to me is that well made fakes abound in this series.
From those grainy photos... I would assume they are intentionally that way and assume the coin is whizzed.

I'm in the counterfeit basket. Why? Stars are not symetrical to edge (border) with some close and some far away. I think they should all be close.

I would not recommend buying these raw. Many are Counterfeit, cleaned, dipped, etc.
