FYI only. The few coins I have in holders are all PCGS, so no disrespect to our hosts. But I noticed that CACG is again offering a deal to those who wish to cross over from less prominent or now-defunct TPGs.

Does CACG crossover lesser holders?

The way I read this crossover special is that it is a discount if the coins do not cross. But I do not see anything saying CACG is changing what coins or holders they will accept for crossover. Maybe I missed it.
The CACG website has NGC and PCGS for crossovers.

This is incorrect, CACG will only cross PCGS and NGC graded coins. If you have coins in less prominent or now-defunct TPG's you would need to crack them not cross them.
