It looks like a counterfeit to me. The date is not right. It should be the same as the date on a 1944 bronze cent. They were struck for the same dies. The OP coin looks Unc., but the design elements are fuzzy. That's an indicator of a counterfeit.

With my limited photo editing skills I was able to create a side by side of the Coin for sale and a known genuine 1944. The nose, beard, bow tie, liberty are nothing alike. Can't people with $1000 + to bid on this coin do the same thing?
That is an almost comically bad counterfeit. The graininess and flat areas throughout the relief are dead giveaways, and the date numerals are all wrong.
The 44 steel penny turned out to be counterfeit, however the seller accepted my return and refunded my money in full.

It is a modern fabrication. For one thing, note the loss of details from the temple to the ear, and in the coat to the left of the date.

If you are ethically challenged, there is a lot of stupid money to be harvested in coins.
