Is this coin a mint error? Looks like a double die.

It looks like post mint damage.
That is a scratch from the coin wrapping machine. Damage. That coin was on the end of the roll.
That is very symmetrical.
Just damage.
No, not an error.
I believe this is known in coin collecting circles as "the ring of death". It is damage, imparted onto a coin either by a coin wrapping machine or by a vending machine.

Apparently I have been awarded one DPOTD.
Thank you all for your responses. The inner circle is raised not indented, so not a scratch.
Can a coin wrapping machine create this ?
Thanks again.
What you show in your picture is PRECISELY what a coin wrapping machine would do.
The inner circle on your coin is not raised. It may have a raised edge. Consider what happens when you drag a plow through a field (or a fork through mashed potatoes if you prefer): anything that you scratch up has to go somewhere.

Yes. It raises metal when it digs into the die.
It is not a doubled die. You might want to Google the term.
Damage from a wrapping machine. Often called "the ring of death"
Where do you see doubling?
Damage as stated - you can see how it goes over the letters.
