Yes, the bottom of the obverse should be on the other side of the top of the reverse and vice versa. This is called coin alignment.
If you have a U.S. coin where the bottom of the obverse is opposite the bottom of the reverse, you have an error- a 180 degree rotated reverse. the is called medallic die alignment.
