It is one of two things, a Texas cent or someone has removed the copper.
Put it on top of another cent and see if it is larger or the same size.
Appears to be sand blasted.
Quite easily done in any machine shop.

There are such things as cents struck from iunplated planchets, but I'm not sure how it could be authenticated in that condition. I believe that original surfaces and luster help in that process, but this coin would have issues with that.
One thing is for sure - exposed zinc us highly reactive so eliminate any direct handling or moisture.
