Why did PCGS grade this cap bust half dime cleaned and not damaged.

With the damage to obverse, should cleaned be the reason for the details grade? Just curious.

    Graders flipped a coin and it came up heads so cleaned it is. ;)

    The cleaning overwhelms the rim issue. Minor rim damage might be ignored. Cleaning, which is the stock and trade of those who whizz coins to make them look Mint State, is more important than the rims.

    Retired dealer and avid collector of U.S. type coins, 19th century presidential campaign medalets and selected medals. In recent years I have been working on a set of British coins - at least one coin from each king or queen who issued pieces that are collectible. I am also collecting at least one coin for each Roman emperor from Julius Caesar to ... ?
