Found this wheat penny, never seen something like this. Is it a die error?

Not an error of any type. It is just damaged
There is no possible way for that to happen when the coin was struck.

Unfortunately, there are many ways to mutilate a coin, so there are probably many damaged coin types that will be new to you and most of the public, including some numismatists.
Most numismatists will tell you that this is not an error because there is no way that this type of damage could have happened during the minting process. They will then direct you to where you can learn about the minting process so that, someday, you may be able to make such determinations yourself. But some people just want an answer, not an immersion and conversion to the religion of numismatics.
It's much easier to visualize the damage process rather than learn the minting process. If you have a coin that looks different, ask yourself, "Could this have been caused by a hammer or another heavy object, heat, abrasion or other outside influence?" If the answer is or might be "yes" then you have an "error" which can be produced by alteration outside the mint, which is NOT an error. Mint errors can ONLY happen in the mint. Otherwise anyone could make them in any quantity, right?

It's often difficult to come up with a definitive explanation for how a specific example of non-mint-error damage might have occurred, either deliberately or accidentally. One can speculate, but without evidence or first-hand testimony, you can never know for sure.
To me, this looks very much like what would happen if you had a sofa, cupboard, table or some similar piece of heavy-ish furniture (which had little round feet) sitting on a hard floor and it was wobbling a bit, so you'd put a penny under it to stop it from wobbling. Then left the penny there for several decades.

He keeps doing this and, as far as I can tell, it's never the wrong forum. Seems like either technological ineptitude or cognitive issues. Or, maybe he's being a jacka** on purpose although every one of the posts he responded to seemed pretty innocuous.
I don't know him at all but his posts are out of line.
