Mint Error Quarter

Found this 2016 Teddy Roosevelt quarter in a bank roll. Poor strike on obverse and completely blank on the reverse of the planchet. Is this a 1/2 strike with a poor strike on the obverse? Thanks everyone.

    I would guess that someone was bored and took a grinder to it. But, it's not a mint error.

    Looks to be a grinder took away the look and the value of the quarter - PMD. It is still worth 25 cents.
