Try soaking it in pure acetone for 24 hrs and see if it comes off.
Whatever it is wasn’t on there we hen the coin was struck.
Also it was struck from a deteriorating die.
I also thought it had glue on. I have tried acetone and q-tip I’ve tried a small pick. It hasn’t changed the look of it yet. I definitely looks like maybe some die cracks to me also. I’m gonna keep trying. Thanks everyone for the replies

It appears to have glue dried on it to me.
