Are you questioning the authenticity of the label or of the coin itself not being broadstruck? The label is probably real, I have seen that design before.

I did not check all of them in-between these numbers but did check several. Cert 44984910 through 44984995 appear to be broadstruck 1C. So possible that this was a submission requesting the special label. Dealer thing maybe and as HB noted above have seen this or similar MintError label before. The bar code looks okay and except for the special label appears to be a gen 6.1.

If anyone is interested, you can find more examples of this label on eBay right now. Just search for "Mint Error - PCGS Broadstruck".
I was able to locate the example in the OP. Stopped counting the other examples when I got to 20.

I have been seeing this label for some time now. The coin in the OP is indeed broadstruck, albeit minor.
