Was this fairly common in 1987, how many coins did PCI certify?
On the back of the card it says: "The Institute guarantees this coin is, in its opinion, correctly graded...and should not be confused with technical grading which tends to be more conservative." And then it talks about Heritage Auctions as a venue which would accept the certification.

The first shows a USGCS cert that coin was removed and sent to NCI which is the second group of pics. NCI was affiliated/ran by? Heritage until a fed agency questioned them and they stopped. No PCI above. NCI had photocerts until they staring putting in slabs. The coins I have seen are fairly graded. If you search on internet you can find the legal issues involved.
NCI slabs state they are not valid without the associated certificate. It was run out of the Heritage building and there was some overlap, but it was a separate company.
