Learning- 2013 clad error or just ugly?

Some relax time hunting in my coin purse has brought me this. I believe it is 2013 although my eyes get lost in the mess. Thanks for any opinions, tips and pointers. I'm assuming it falls under clad error. Also, what is the average grading cost for things like this and is it worth it ?

Not an error in any way, just a badly damaged cent.
It is only an error if it happens when the coin is struck and
there is no way for that to happen at that time.
