Kennedy set composition sanity check

So I'm building the KENNEDY HALF DOLLARS WITH MAJOR VARIETIES, CIRCULATION STRIKES AND PROOF (1964-PRESENT)
According to the list of coins in the set, they have for 1976:
1976-S Clad
1976-S CLAD PR
If you click on each coin, it takes you to the same coin with one being a plain proof and other being a DCAM proof.
Am I correct in seeing these 2 entries as the same coin!? I just want a sanity check before I send an e-mail to PCGS Registry CS to combine these 2 entries into 1... This will also make the top sets 100% complete... OR I could always not report it, get the best non-DCAM coin and beat the rest of the competition... Kidding...

I will try to explain this the best that I can.
There are two 1976 S Clad slots. One is a duplicate slot that should be removed entirely.
This is the slot that should be removed, 1976-S Clad 6811 1976-S 50C Clad
Here is the story behind the story.
At some point this year someone requested that PCGS open a new slot for the 1975 the lost year.
This coin came from the 1975 proof set.
When the slot was originally added, it was listed as a MS coin requirement comming out of the 1975 mint set and not a PR coin.
It was then pointed out that there should be a 1975 Proof coin which came from 1975 proof set.
PCGS then changed the requirement from the MS designation to the PR designation.
Then it was bought to PCGS's attention that they never labled any coins for the year 1975, regular circulation or proof strikes.
They then removed all the 1975 coins from the registry set, renamed the slot to 1976 and left the slot which cannot be filled with any coin. Thus the duplication.
I spoke to them long ago about this but it seems it went by the roadside and still remains as a set requirement.
This is why the set cannot be 100% complete but only as stated, PERCENT
COMPLETE 99.58% TOTAL REQUIRED 239 STILL NEEDED 1
There are five coins required for this set.
They are: 1) 1976 (p) ms clad, 2) 1976 d ms clad, 3) 1976 s ms silver, 4) 1976 s clad proof and 1976 s silver proof.
I hope this helps.

Kennedys are my quest...
@WAYNEAS Thank you for the back story. Some things are just headscratchers but knowing how we got here does help put things in perspective. I'll leave it alone and let it be...
It was odd since I have my own Excel spreadsheet and the total coins in the set didn't add up to what PCGS shows. Took a few minutes and some searching to figure out what the issue was and it's a duplicate entry...
It is interesting since PCGS recognizes that the coins were minted in 1975 and certifies them as such with a 1976 (1975) designation on the label.
Update: Looks like PCGS fixed the issue.
A miracle has occurred.
