Whereas OP’s 1991 says “One Pound Fine Silver” on Rev.
The staggered "CC" mark indicates that it may have been a product of Continental Coin & Jewelry, which operated out of Van Nuys California.
Usually these one-pound silver rounds come in a case or box with a certificate of authenticity that includes information concerning the manufacturer, weight, and fineness.

Your's is mint marked CC for Continental Coin...Dan beat me to it.
Wow I never heard of these huge gold medals from the US Mint. And I was an avid reader of Coin world and Coins Magazine in middle school (mid-70s).
