Questions for S0-Called Dollar folks

I often see on TPG labels or in dealers listings pieces that are simply identified as "SC$", i.e. without a HK#. Is there a list somewhere of SC$'s without HK#'s? Who determines that a piece is an unlisted SC$ and declares is is a SC$?

In the Resources thread (pinned to the top of the USForum) there is a website for so-called dollars. There is a page in it for unlisted SCD. Link below. Might be more there.
I don't know anything about it so can't help otherwise.
