Near the date is the worst. The legitimate coin repair guys refuse to restore dates.
Years ago, a collector, who is no longer with us, called a hole the worst coin defect. Believe it or not, for political tokens, it actually isn't. The reason is that these pieces were intended to be worn like political buttons. If you don't have a hole, you need to have a bezel, which is more expensive.
I bought this fairly scarce Hard Times token cheap because it was holed. This piece usually is not holed, but in this case, one could understand why the hole is there. The variety numbers are DeWitt AJACK 1832-3 and Low 5A.
This Winfield Scott token might look ugly, but it's an original campaign piece. Some collectors view the originality as a plus.
Here's the same variety in bronze. This piece is a restrike which was struck circa 1860, 8 years after the year Scott ran for president, for collectors.
I guess where depends on design & why you want the hole. Definitely wouldn't have drilled such a large hole like this, my Dad had someone do it for him for keychain. Could have been half the size. On the 9 doesn't matter so much since only a 20th century series. At the top in the tiara or thru Liberty would have been worse.

Almost anywhere, as long as the date is readable and the mint mark area is clear. I prefer to see 4 digits of date, but not always an option. Coins without holes are way more common.
I kind of like the look of that hole. Seriously. I just hope it didn’t take out a big S mintmark on the other side!
