Who is “Chris the Coin Sniper”, what does he do, why did he put a sticker on my half? It also says 1982, so maybe it was stickered at that time. I found this half in a box and it made me wonder, so I set it aside. Any answers would be appreciated.

The first and only Chris I think of with the term "sniper" is Chris Kyle (RIP 02 Feb 2013)

That sticker was printed well after 1982. Technology has come a long way and that wasn't it.
"The Sniper of Coins", as the word "Sniper" appears to be used, was at least a decade and a half from our lexicon.
My guess, a desk piece for while sniping on eBay in the earlier days ... by a guy named Chris, maybe born in 1982 ... which was used to flip to determine price or even entry of price at the very end of the auction.

Initial are CS. Sounds like Chris Simpson. He used to go by the name Cascade on CoinTalk. He used to talk about bid sniping on eBay.
