I submitted a prestige proofset (undisturbed) for grading to NGC and got these back. Does it make sense that it could be artificial toning if it never left the original government plastic case?

No, that does not make sense. But, you should start another thread for this parallel (only if you submitted a sealed set, though).

Coins can be easily removed and replaced in original government packaging. So it is quite plausible that the coins are artificially toned.

I couldn’t tell you if the Set was artificially toned in that angle. Send me close up photos of each coin.

I have no idea what happened to this one, but I am no purist and it intrigues me in its weirdness.
Somewhat more subtle than many shown here. I touch of color really adds to
