Use in commerce would be an issue. Most cashiers would probably refuse them, especially if they were the old Large-Size (which I would prefer for these, due to more real estate for intricate designs). As long as there was a reliable location to redeem them (such as a US Post Office or major bank), that would be sufficient.
Also, what if they paid interest like savings bonds ?
Imagine if you could go to a bank or post office and purchase a $25 interest-bearing note that was also a collectible item ?

My understanding is that these are pre-orders.... they will mint them and deliver at a later date.
There are many, many individuals that contributed to our nation's history. And, IMO, the commemorative program is where they should be honored. I like seeing Tubman in the commemorative program. Currency? I'd prefer to see founding fathers and presidents to remain on those. Just my opinion.
And yes.... nearly all designs IMO are rather cartoonish. They are done by humans.... but using CAD and automated programs, and they show it. The older designs done by engravers certainly showed more naturalness, and individuality; probably due to minute imperfections, instead of the 'cold' perfection of CAD.
I expect we will see worse..... wait until AI kicks in at the US Mint. AI will be directed to come up with designs for a particular subject.... .....and I'm sure we will be amused or disgusted with some of the results.
