It is what is known as a dryer coin. The smaller diameter is caused by rims being pressed in.
The weight should be the same. It is considered damage with no additional value.
If you paid more than 25 cents for it, then you lost money. I would like to hear your theory
though as to how this could have happened during the striking of the coin.
