I should re-shoot this properly-

Note large odd scrape/scratch is on the holder not in the left field of the coin. Hardly noticeable on the holder, in fact it is embedded in the holder and not on the plastic surface of the holder, never saw that before

That's not a "Native American." She's a Caucasian woman engaged in cultural appropriation.

This is a type that has eluded me thus far for my Fatty type set. Nice coin... I'll get one sooner or later.

The only NGC coin in my boxes of 20 collection. It fits in a PCGS box, but takes two slots and won't allow the top to close, I'll put up with that inconvenience!

It's unfortunate that the foil hologram was partially torn and missing before I purchased this coin, but it was just too dang nice to pass up even with the slightly damaged hologram.

Im glad that isn't an 1898. I'd be begging.

So my question is: when was this generation of holders first used, and was this before this grading service designated Full Head on their labels? I bought this coin raw and thought it was FH and had it sent to be graded in the late ‘80’s, early ‘90’s. Or do you think it’s not FH?
Definitely FH.

Since nearly every 1917 P mint Type 1 is FH, NGC did not at first put the designation.

@Catbert and @coinlieutenant, thank you for your responses. Man, I thought this thing was full head all daylong. Any opinions on whether or not this would cross and with a Full Head designation and or, at what grade level. Thanks all.
Very difficult to provide a cross guess with those pics, but if it were me, I wouldn’t want to lose the value added of the old holder by crossing.

According to the research of Conder101, he estimated this Gen 4 holder was used from late 1989 thru sometime in 1995. He was not very sure about the ending of this generation from what I have read of his work on NGC holders. This is not one of the more valuable old fatty holders, but finding one with such a pristine reverse hologram is worth some premium.

Yes, you are absolutely right.
@coinbuf, thank you for your response. I’ve had it in my possession since encapsulation.
I used to buy an occasional NGC coin many years ago and have sold most of them. I still have a handful, though, including these. Note the old Teletrade stickers on two of them.
I want this coin.

One of my favorites that I had certified in late ‘89.
