I'm going to assume this is MS, but that might be a poor assumption. I think it's a bit mushy, has reduced luster and muted color. It looks too clean to be an MS63 and too meh to be an MS64, yet I don't like the + grade designation on a coin like this. My guess is that I would think it's an MS64, but with reduced eye appeal for the grade.
Out of 1,518 for this date/MM graded AU58 only seven have also achieved the +.
I can't imagine this one is MS with what looks like rub on all high points of the obverse obviously the reverse was right side up (toning) thus no rub at least that is easy to pick up on.

I would much rather have a 58+ in terms of value; 62 is a grade that many seem to scoff at while 58+ gets plenty of attention (especially from the everyman registry set collectors). The coin is what it is regardless of grade and I'm happy to find nice toning on a tougher date.

Some people only want obverse toning but I'm happy with either side being toned (and it helps when you can get a nice reverse toner for less money compared to an obverse toner).
This pic provides proof positive that fixed position pictures provide only pieces of what you need to pinpoint the position of a coin on the 70 point scale, be us human person or even computer processor😉
In other words - since we couldn't rotate the coin in the light, we couldn't tell in the flatness we saw was wear or strike. And the toning didn't help. Sure yeah maybe we can make assumptions based on other clues in the image or even date if we happen to be very knowledgeable about the series, but in the end nothing beats being able to rotate your coin under Edisons, OTTs or even LEDs and be able to say "hmmmm the luster gets kinda dull above that ear and on that eagle breast when I move it around".
