Was there ever a time when US Mint Sets were ever offered in cellophane (Like typical Proof Sets)? The only packaging I have ever encountered are the cardboards with green or pint tissue attached.

Sure doesn't look like anything produced in 1949. Label on Envelope doesn't even mention San Francisco coins, and all 1949 Mint Sets were double mint sets

I'm miffed by the cellophane. It looks like something assembled at home but the government style cello has me scratching my head.

That is aftermarket packaging and, if I had to guess, way, way aftermarket. Like decades.

That is not a mint issued set, they were put together long after original issue of the coins.
That was my conclusion also. Thanks for the help.

This is labeled as an Uncirculated set, which anyone can assemble even with circulation finds (as opposed to the Mint's particular coins made for mint sets). I have seen similar sets dated 1982 and 1983. Since the Mint did not distribute sets from that year, they were assembled by someone not affiliated with the Mint.
