Technically I see a 65 but that tone is a negative in the eye appeal department so I'll say 64.
I see something on Miss Liberty’s jaw and neck area. I’m not at all sure what that is so I can’t grade it.

Playing in the opposite….The gouges above IGWT keep it at a 63 to me, but guessing NGC was more forgiving and gave it a 64.

You always have to question toning, is it veiling underlying surface blemishes? If it were taken off how would it grade? Probably no better than MS63.
