I guess the label and cert is wrong on this one?

Ideally, it should use PCGS CoinNum 96858 for the Off-Center Bust,
but it's possible this CoinNum did not exist when it was put in the rattler?

If the CoinNum did exist at the time, then it could be a failure to pay the variety attribution fee,
    or a misattribution.

On the holder - it appears that these were slabbed as just Drape Bust, 06858 or 6858, with no center or off center (as noted by yosclimber). Then the off center, 96858, was added later. Below is a 1997 pop report and it just shows a 6858 drape bust. Note, the next number 6859 is in use. The next pop report, a little later, has added the 96858, off center (as the next number 6859 was already in use). Not sure when the 6858 became the draped bust centered as currently shown in OP cert lookup but it does not align with the old slabbing criteria.

Next is a HA auction of an OGH and it is also labeled similar to OP or just drape bust, 6858.

For holder - label comparison is a rattler holder for a drape bust. Not so much available to do detective work as the newer holders but the fonts look the same to me. But can't tell if holder is legit or not but can't see that it is not. I know there were some fake old holders but I didn't spend the time to search it on forum.

PS - to be clear I am not suggesting the coin is good.

    FWIW, I think it's a genuine coin.

I faintly recall a decade or two ago a thread on counterfeit rattlers that even had PCGS taken aback at the quality.
Perhaps this slab shell and insert falls under that assertion and the coin a counterfeit too.
I am not being disparaging, just cautious and my spidey-sense doesn't like the total package of this dollar.

Possibly repaired; "ES" looks off as well:

Okay, I found a thread and got the reference to the other thread on the fake rattler holder. Here is the link to the thread with the information and a copy and paste of the applicable fake rattler label detection. The OP label appears good (not fake) per these checks.
Note: there were pictures in the thread but now gone from old thread.

PCGS 1X This is the back label of a counterfeit slab. The most commonly mentioned identifying feature of the fake slab unfortunately often does not show well, either on these pictures or on the actual slabs. On the genuine slab, the serifs of the letters end sloping up at a 45 degree angle. On the fake the serifs are vertical. A better diagnostic and one which can be seen almost at arms length is the position of the I in Service below the D in Grading. On the genuine slab the I is almost centered between the D and I. On the counterfeit it is a little right of center of the D. A final diagonstic is that on the genuine slab all four lines of text start lined up along their left edge. On the fake the second and third lines start noticable a little to the right.

Just for reference this is the thread that got me to the above one.
