1961-D/D Washington Quarter - Did PCGS Miss This?

I submitted this quarter for VAM attribution and it is coming back with no VAM. I had thought for sure this was 1961-D FS-502. I trust the PCGS experts, but what did I miss here or did PCGS get it wrong?

    Not the same.
    Believe you have machine doubling or a minor variety... your seriff ia not doubled... there is not separation.

    Machine doubling for sure. Don't look south for the repunching on this variety, look to the northeast:

    The mintmark has to be in the exact location as it is a variety minted off of the same die. Your D is not in the same location.
