These are Sample slabs. Here are a couple I have.
Weren't those sold as part of a coin collecting starter kit?

Technically production and not a sample as these were made for the Scott Travers Coin Collecting kit. Reportedly either 15,000, 35,000, 50,000, or 100,000 were made.
Known from 1916 - 1929 except for 1922 (naturally).

They aren't samples, but instead were part of a coin collector promotion as stated previously. They are generally pretty easy to find, if I recall correctly, but just going to ebay.
