NGC is worse; over a month to open mail and do order entry. I have a submission that is at 60 business days; they said the delays are do to their growth or it was the hurricane, or turns out someone made a clerical mistake.....

In answer to your question, no all coins are not Trueviewed.
That makes sense that it is an exception to the Gold Shield service but this is not mentioned anywhere that I have seen. In reconsideration they don't crackout unless it upgrades. The rep should know this though. You can get in-slab TVs though. Either way, you did pay for TVs so they should do it for free but you may have to push.
BTW, I hope you expected that upgrades were possible because otherwise the reconsideration isn't worth it. As I mentioned, you can send them a bunch of slabs and they will TV them (in-slab) for $5 each.

I knew that it was a long shot to get any upgrades but even one plus in the 3 submissions would have paid for the submission costs as all were within 1 point of top pop. About half were within 1/2 point. I'm O.K. with none upgrading as it shows our hosts are consistent with their grading. But had I known, or had the rep. told me I would have submitted under a classification that guaranteed the Trueview. She DID NOT tell me that under reconsideration no Trueview unless they upgrade. I told her my primary focus was to get the Trueview. This after she herself drew a line through the checked Trueview box and told me under the Goldshield they were automatically Trueviewed I'm pretty frustrated about it. A lot of $$$ with nothing to show for it.
