1984 25c error question

I was at a family reunion yesterday and my cousin showed me this 1984 quarter. I really don't know much about error coins and was wondering if it's normal for the obverse to be off center and not the reverse. Sorry for the blurry images but it's the best I have. Also he wanted to know if it has any significant value. He received the coin in change.

Misaligned die puts only one side of center as compared to an off center strike which would be both sides.
It's worth a few bucks to someone.
Yours is off enough that parts of the letters are missing. That gives it a small premium.
I'm thinking that "a few bucks" means literally that in this particular case.
A better than average example of a misaligned obverse die
The condition of the coin on the reverse with hamper it’s value, but it should be worth a few bucks or more, as stated above
