Yeah, I think you're right. Not VAM 7 that's for sure. Having studied this extensively I can't see how I didn't catch this. But then NGC and PCGS should have. NGC has misattributed other VAM7's as VAM 4s also I've seen at least once.

That coin appears to be a 1880/79 CC Rev 78 and not a 1880 8/7 Rev 78.
Looking at it I did not see the 7 under the 8 but thought I could see a 9 inside the 0.
So off to coinfacts to look at examples.
Here is a 8/7 and note the line below/under the 8 and nothing inside the 0.

Looks like this is the case with the MS63PL also. None probably exist, These are just mechanical errors.
