If after close inspection I might consider a quick ez-est dip if it looks clean other than the color... or if it's a higher value coin I might consider conservation at a tpg... Ultimately it depends how much money I have in it, and if it might be worth the extra money, and what the end goal for it is... ie personal collection or resale. If personal collection, I'd probably just keep in in the holder as it should be safe inside.
What grade did you expect? If it would be worth several hundred dollars or more it might be worth Pcgs conservation if you're not comfortable doing it yourself. Post a picture.

Is the color attractive? The answer to that plays a role too. If it is not that attractive, a dip or conservation could be the next step. If it is attractive, you likely don't want to remove it and risk having a dull lifeless coin.

One was a better date Morgan with nice color that I bought in a cleaned holder. I tried it two times and both were details (cleaned again at PCGS followed by AT at NGC). At that point I sold it in the NGC details holder in order to stop wasting grading fees.

It depends what the value of the coin is and what the difference in value is between a straight graded and details one are. If the difference in value is significant (which I suspect) and you think the coin belongs in a straight graded holder I would crack it and resubmit to PCGS or try ATS.
I'd have to see it. I can understand why they won't grade it, though, when the color is questionable to them. They could put the technical grade on it, that would help, but then they're grading for their market, and the color is a market grade factor. Years ago, when blast-white was king, we'd just go ahead and dip it and hope nobody could catch it. A lot of coin shops did that, I know. I could see me doing any number of the suggestions offered, here, contingent, though, again, on how the color looked to me.

When I was a dealer I sent coins to PCGS that they body bagged and NGC graded. I also a coin to NGC that they body bagged and PCGS graded. I did not dip or fool with any of the coins in any way. I also sold rare coins that didn’t grade that I layer saw straight graded holders.
Having said that, you would get better advise if you posted pictures.

Since there are no photos and thus no way to provide any meaningful reply to your question all I can say is you must resubmit until the grade fits.

There are different degrees of "questionable". There is no way to answer the question without pictures.
There are also coins that are barely with submitting once much less multiple times.

I wouldnt have bought it if i didnt like it in the first place. TPG result is irrelevant.

Given it's very improbable I'd submit an AT'ed coin, I'd crack it out and regrade it.

if it does not look AT too many and is attractive, it could do very well in holder at auction

One option would be crack out, dip then send back in. Our have professionally conserved. Depends on how much MV we’re talking about.
