    Full steps on Proof coins are VERY common with little value.

    Proof Jefferson Full Steps are implied……….extremely rare to get one from the mint that doesn’t have Full Steps.
    This particular 1964 Proof Jefferson looks impaired with those abrasions under the eyes and jaw.
