So I'm looking and watching/waiting to buy a 2023 SILVER PCGS proof quarter set. This guy has been selling the 2023 Silver Quarter Set in First Strike for a while:

Now this guy is advertising a PRE-SALE for 2023 First Day of Issue Silver Proof Quarter Sets:

How is it possible that the First Strike coins are already available, and the FDOI coins are not?

I guess First Day of Issue doesn't mean what I think it means.

Pre-sale just means he doesn't have them yet. He may have placed an order with a wholesaler and is awaiting delivery.
There is a population of both. There may not be a lot of FDOI coins for a variety of reasons.
Based on seller's history that I have observed, he would appear to be submitting coins to PCGS directly.

According to this post, FDOI submissions have to be received at PCGS within two weeks of the initial ship date. The FS schedule indicates that these coins shipped immediately (i.e., 04/04/23). So, if the seller were getting these directly from PCGS, that would imply a turn-around time of several months.
You have probably already seen it, but the same 5-coin set is currently available here. The price is comparable to your seller's other listing, the one with a 'pre-sale/BIN' price.
From private message, seller says these are coming from the Silver Proof Sets being released Aug 22.
So I guess there's a First Day and a First Strike every time the mint releases the coin, even if it is the same coin.

Yes. 1st day and 1st strike are really just marketing designations.
Sure, but shouldn't "first strike" have meaning? At least NGC says "Early/First Release" and then I could argue that coins from the Aug 22 set could be labelled "Second Release" and that would be honest and be meaningful. Quarters from the Silver Proof Set are not the First anything.
