Lamination?

Does this look like a pair of laminations or damage on this SLQ? Would PCGS call it damage? My experience says non-gradeable? Your thoughts please.

    Looks like damage, possibly lamination or a planchet flaw. Either way it’ll be details or in a body bag.

    The bottom one looks like a hit with pushed metal. The top one possibly.

    They look like PMD, followed by wear... Not sure if it is severe enough to get a details rating. Cheers, RickO
