It looks like (extreme) shelf doubling, with no doubling in the fields around the digits.
I'm agreeing with an advanced example of MD also.

Certainly has the appearance of machine doubling.... I have not seen that particular variant before. Cheers, RickO

Not considered a variety.
Sorry, but these guys are correct. Notice how the outline of the digits is normal.
