Machine doubling.
Repunched dates only really occurred back when coin dies were made without dates, and the date was hand-punched into the die by an engraver at the mint. In many cases they would get a digit or digits positioned incorrectly, and re-punch the digits to correct it...
The date on Mercury dimes is on the hub which creates the dies. What you would be looking for is a doubled die. While yours does show similarities to the only known doubled die for that year, it doesn't match exactly and appears to be machine doubling. Do a search for that term here and you'll find plenty of threads that explain the differences between it and actual doubled dies.
