Bullion Value of the 99.9% quarters
The raw bullion value of a 99.9% Silver Quarter is $4.50.
This is according to the current Silver melt at approximately $23.50, and no numismatic value to skew the price.
Your collectable Quarter price, of course, will vary.

I thought silver quarters were 900 fine silver.

Some moderns are 99.99%.
The Mint switched to .999 several years ago.

The mint switched to .999 silver in 2019 for all coins that were previously 90% silver. This includes dime, quarter and half of silver proof sets and all silver commems.
The dimensions are still the same so you get a touch more silver per coin, .199ozt vs .181ozt for quarters.

You are of course correct. These are special coins that were made and sold to collectors for a premium. Since the OP specifically asked about "bullion value", I assumed he was talking about the pre-1965 junk silver coins.

I was talking about the change in 2019 to the fineness of 99.9 from 90.0 that the Silver Quarters are now.
I guess I didn't make myself clear enough. My bad.
