HK-917 God and Freedom Barnhill Restrike

This HK-917 recently appeared on eBay as a restrike noted by NTC and I was wondering what made this a restrike vs. an original?
Also of note, this is 32mm as mentioned both on the slab and So-CalledDollars.com, so one of the many 32mm exceptions made in the book.
