I have the same issue with one of my coins.

You can go through CoinFacts and find dozens of examples like this. There's one date - either Lincoln or Indian - that is near top pop that has 7 or 8 images
Automation. To my way of thinking this isn't a problem that PCGS could fix quickly or easily and the reason for it is that people are always cracking and resubmitting, motivated by greed.

PCGS doesn’t have a group of people picking plate coins. The last coin graded with the highest grade in each particular area, in this case Lincoln Cent 1963 RB, is automatically put in as a plate coin. The exceptions are if the coin hasn’t been photographed or if the owner chooses the coin not to be displayed.
There used to be a lot more duplicate coins with different serial numbers visible on CoinFacts.
But then somebody complained that the older grades were visible.
As a result, the number of coins visible on CoinFacts was reduced to 3.
Later it was increased above 3 if the coin is in a registry set.
I remember there was an Indian Cent that was visible with 10-15 different cert numbers,
most at the same grade, but some at a lower grade.
I don't recall if it eventually upgraded or not.
I recall it was submitted 1-2 times each month, for several months in a row.
@yosclimber I would add that the coin does not have to be in a set as a coin in an individuals private inventory will also be displayed in coinfacts images. Now for this I have not tested it in a few years (pre-covid) but had a coin in my inventory but not a set and it would be displayed in coinfacts images. Removed it from my inventory and it was removed from coinfacts images.
Also sometimes these duplicates might disappear. This from someone submitting the cert tag(s) from crackouts. The populations will also drop. Also pcgs might notice the duplicate photos and remove incorrect ones.
On the top photo(s) or plate coins. I have a couple of these that are not in sets. I can remove them from my inventory and they remain a plate coin. Again the last time I messed with this was a few/several years ago so can't confirm if anything has changed. I believe this is correct for the 2nd and 3rd photo displayed with the plate coin. Just don't remember previously confirming it.
They definitely do not have to be in a Registry set to be included with the 3 photos on the opening page or the group of coins shown from the “More Images” menu. The three photos in the opening page are the the three highest graded coins listed in order of being grade………most current being first. If more are graded they will eventually replace the coins currently on the opening page. The older graded coins will join the larger group shown under the “More Images” menu
Just cannot depend on the pop numbers no matter what the source and that includes experts/authors/collectors that supposedly follow the pop of rare varieties or any variety for that matter. Don't just Balme the tpg's, it is rampant in the hobby.

The only population that I trust is a pop 1 coin. Anything greater than 1 has a chance at being a failed resub for higher grade attempt.

Only twice? I remember seeing one coin, an early proof Washington quarter, I think, that showed up something like 8 times.
