I honestly have no idea, but it looks like a legitimate error to me. My best guess is it was struck on an incorrect planchet, AND grease filled die - but that's just a shot in the dark guess.

Absolutely not a mint error. Wire brush, acid, sandblasting, or something similar, that occurred after the coin left the mint.

Obviously not this cent, but I believe kids back in the 50's/60's would acid dip penny's is science class down to the dimensions of a dime, then use them in soda and candy machines. A dime was a dime, back then.

Whatever the method, this coin was altered after it left the Mint.
Looks like it has had an acid bath. Note the thin letters and the lack of rims which are usually the first to go.
