I'm thinking it's a MS64.

Ouch!!
Sorry, but on my monitor I'm seeing marks and in prime focus areas. It also has a grainy look on my monitor that I haven't figured out yet as to what I'm seeing.

Frost…!!
The 24 P’s are known for being frosty - red book references it.
(But your guess was fine, just kidding wirh you)

BHNC #248 … 130 and counting.
Not seeing any tooling but there may be cleaning and sandblasting. What's weird to my eye is how Liberty shows so much smoothness yet the eagle is reasonably detailed. I'm going to assume it's an artifact of photography.
MS64.
At least one pair of dies for 1924 Peace Dollars is known to have this lustrous, yet granular, appearance.

I guess not a great 65 since most thought 64 - but it is true that the 24s are known for being granular / frosty

I like it a lot; the granular surfaces may have thrown people off, but it has character!
