IMO it is not, and I would never even consider bidding on it as an O/CC.
The picture quality is poor, but I'm not seeing the CC imprint. All Im seeing is a big ugly black spot on the reverse.

Definitely not from those pics and possibly from any pic of a well circulated coin. The below pics are of my MS65 O/CC and as you can see it's hard to make out. Win it below melt, could be worth checking.
Also, the seller's terms state doesn't accept returns but his description says he will?

I will vote no on the OP coin... Not an O/CC. I have one in my collection. There are different one's with more or less of the CC showing... but that coin has zero. Cheers, RickO
