It would help if you were to be more specific about what you’re asking about and also what type of coin are we looking at. I’m going to assume, you’re talking about that point in the crotch of the 8. Not knowing what coin it is there’s no way for comparisons. At least that’s the way I see it. Maybe someone else is more versed and can answer it for you. I can’t even give it a WAG.

Yes, it's a die chip and it is common to see on the 8's of Morgan dollars. (Commonly called spiked 8's)
