I'm pretty certain that is just schmutz from degradation of the plastic in the holder. I used to find these from time-to-time in the 1968-1971 proof sets from the US Mint. They looked exactly like that and the haze would sometimes etch the coin surface underneath.

Absolutely for the haze I have seen on this era proof sets. This coin looks exactly like what I have seen before.

Interesting, hard to say as I'm not a big proof guy, but I think something etched the surface as it does not look like an error to me. Looking forward to your photos and assessment once received.
