Under magnification it looks like copper chipping. Is it considered attached lamination? It’s a 1935 D

Appears to be a flake of metal. Some may consider it a small delamination, or possibly a small shaving that was struck into this coin.
Looks like a random die chip.... Might be easily detached, but would leave some evidence behind. Cheers, RickO
