Could this be a lamination error?

I have never had a coin with a lamination error so I do not know what one looks like. I've looked at many images but not enough to understand.
This spot definitely looks like a small piece was "peeled off". I understand that a lamination error is a pre-strike error that is on the planchet to begin with.
It's got me stumped. I don't know how else this could have occurred.
This is part of the education for me.

    It looks to me to be nothing more than some mild surface discoloration. True laminations should be considered to be defects rather than errors. Never pay a premium for a coin with a lamination. They should be discounted ... and more than a little.

    That appears to be a stain or residue of some type. Try an acetone soak and agitation. Cheers, RickO

    In my opinion it is not a lamination.
