I ask, as sometimes a coin can have more than a single issue/problem, yet PCGS will label one of them. It isn't always the most prominent either (at least to me).
I suspected it was a lamination, and I purchased it believing such.
The cleaning doesn't offend me on this one.
I'm also aware PCGS will not label the error if the submitter didn't include the fees for an error submission.
