So I took and flyer and here's what I got.

Just after Christmas I was looking at some lots at Stack's and saw a two coin lot for a Dime and Quarter, 1953 Proofs. The Quarter caught my eye because it seemed like it had nice, frosty portraits and I figured it was better than the coin I have in a Capital set. After the coins arrived I considered what I should do and decided to try to give it some help. Today I cracked it out and dipped it with E-Z-Est and had pretty good results. I hadn't dipped anything in more than five years and haven't pulled out the camera in about the same amount of time. Rusty!!

Here are the TrueViews. The coin looked to me as though it might have been dipped and improperly rinsed or was just badly hazed/toned from the Proof Set. The obverse is heavily frosted, the reverse looked a bit weaker and overall the coin was mark and hairline free.
After the dip it looks much, much better. Excuse my poor photography skills which leaves things a bit out of focus and dark, but the haze/tone is gone, the mirrors are highly reflective and the overall appearance is Cameo, PR67-68Cam would be my estimate.
I chased after these kind of coins for 15-20 years and in all that time of searching sets I never found a suitable '53 Quarter with good contrast and frost. It's nice to finally complete the set.

Much improved, IMO. I hate foggy proofs and always dip them if I can.
I am surprised that quarter did not get cameo. Is it too brilliant on the eagle reverse?

It is fully frosted on the reverse but isn't heavy enough to qualify for Deep Cameo. the obverse is a lock for that. As @Cameonut states, there doesn't appear to be any evidence of repolished dies.
