There are quite a few doubled dies for that date.... but that is not one of them. That looks like the machine doubling, and is considered damage to the coin.
Note the flattened 'shelf like' appearance of the doubling. True doubled dies do not normally have this type of appearance. Also watch for notching... another sign of a true doubled die.
There are ten DDO's for the 1972 Phili coin, here is a link to Variety Vista which lists the characteristics and photos of all ten. Yours appears to be just machine doubling but look at the photos of each and compare to your coin, Also when asking questions about things like this we really need to see the whole coin both sides. I don't think of MD as damage to the coin. It is as struck.

For a coin that exhibit Machine Doubling, that's a good one.
